(c) We should like to know more about the present terms of service for teachers. Do they receive (i) Higher Cost of Living Allowance, (ii) Residential Allowance or (iii) any other allowances in addition to their salaries?

(a) Paragraph 7 of the Code sets out that only income from fees is taken into account in determining the amount of grant.. Is there any reason why all income should not be so treated?

(e) Since the grants are purely deficiency grants, there seems to be little incentive to economy on the part of schools and a great responsibility for seeing that the Government is not being imposed upon rests with the supervision and inspection duties carried out by the Director of Education.

(f) In paragraph 25, there appears to be no provision for reducing the "other charges" claimed in respect of absent pupils, unless (which is not stated) the average attendance is calculated after the end of the school year.

I am returning the enclosures to your letter as requested.

Yours sincerely,

S.7. Chork.

for WR. Sepell.
